This deal is the latest in a series of additions to Omni’s public sector focused software and data platform, Infoshare+. The transaction showcases the continued success of Infoshare+’s acquisition strategy. Since the inception of the platform less than 18 months ago, Infoshare+ has worked closely with Omni to define the characteristics of complementary acquisition targets, identify qualifying companies and close transactions at pace. Barbour Logic is the latest evidence of the platform’s success, representing the eighth highly deliberate bolt-on completed since October 2024.

The acquisition of Barbour Logic strengthens Infoshare+’s capabilities in citizen engagement and communication, adding a proprietary AI-powered engine designed to automate complex, high-volume correspondence. The latest addition builds on Infoshare+’s established AI capabilities, reinforcing Omni’s ongoing commitment to embedding cutting-edge, outcome-driven technologies within Infoshare+ to improve service delivery across the UK public sector.

Barbour Logic is a highly specialised software provider, automating correspondence related to penalty charge notices (PCNs) for local authorities. The solutions are powered by a proprietary AI rules engine (“Parking Brain”) which encodes over 800 policies to generate accurate plain-English responses aligned to individual council requirements. Built specifically for regulated environments, the technology ensures outputs are consistent, auditable and policy compliant. This allows local authorities to handle large volumes of citizen communication more efficiently and at a lower cost while improving accessibility.

The company offers a suite of four complementary products. Response Master streamlines letter generation, while Chatbot Max provides an AI-powered, multilingual chatbot to help motorists understand and respond to PCNs. Voice Master extends this capability to telephone-based interactions so that digitally excluded citizens can access the same high-quality services, and Challenge Writer helps citizens draft appeals, improving the quality and clarity of submissions received by councils providing a quicker path to resolution.

Founded over fifteen years ago, Barbour Logic has built a strong client base of more than 60 organisations, focused on local authority parking enforcement teams, generating a highly recurring revenue base. The company’s solutions streamline citizen interactions and lower the volume of unnecessary appeals, delivering significant time and cost savings by minimising manual processes and improving the quality of appeal submissions.
